CAP INDEX LAUNCHES REDFLAG® 2.0

New, Online Version Provides Businesses Customized Analysis of Loss Risk Due to Natural Disasters, Crime and Terrorism

EXTON, PA (November 18, 2009) –   CAP Index, Inc. (www.capindex.com), the world leader in crime forecasting, today announced the launch of RedFlag® 2.0, a comprehensive risk assessment tool that helps companies evaluate possible hazards from natural disasters, crime, terrorism and other life- and business-threatening scenarios. RedFlag helps businesses answer the question, “What have you got to lose, and how likely are you to lose it?” 

“RedFlag was originally developed by Sandia National Laboratories (RAMPART™) to assess risk levels in more then 280 million square feet of federally-owned or leased properties,” says Jon D. Groussman, President and COO of CAP Index, Inc. CAP Index extended and expanded the tool for the private sector, enabling security practitioners and risk managers to evaluate the relative risks and vulnerabilities at a wide variety of properties – all from their computer desktop.

“By simply answering a series of questions regarding a particular building’s location, RedFlag will generate a complete report of possible threats in less than 90 minutes,” Groussman continued. “And with the 2.0 online version, the precision and accuracy of RedFlag is easier to access than ever before.”

RedFlag encompasses sets of rules, equations and scoring metrics that combine user input, expert opinion and empirical data to calculate a building’s relative risk level. Much of the empirical hazard data involves decades of historical information and stems from government sources, such as the U.S. Geological Survey and FEMA. Additionally, corresponding crime levels are derived from CAP Index’s own CRIMECAST® system.

In a RedFlag report, hazard probabilities are coupled with specific site information provided by the user. The result is a customized, detailed analysis of a site’s exposure to specific hazards and their potential consequences. RedFlag produces scores of 0-10 for each of seven potential consequences for ten different hazards. The ten hazards include:

  • Crime Inside
  • Crime Outside
  • Earthquake
  • Fire
  • Flood
  • Hurricane
  • Terrorism
  • Tornado
  • Winter Storm
  • Infrastructure Loss

The seven potential consequences include:

  • Death
  • Injury
  • Mission Loss
  • Property Loss
  • Contents Loss
  • Use Loss
  • First Responder Loss

The risk levels for hazards and consequences are categorized sequentially as “Negligible, Low, Reduced, Moderate, Elevated and High,” all arrayed along a 0 to 10 scale. The resulting matrix provides the score, along with its equivalent color category, for each of the 65 possible hazard by consequence pairs. The higher the score, the greater the risk – and with each increase in score, the risk of loss increases exponentially.
